fluid full whines don't know if it is cap, line, or pump.

Whining occurs when there is air in the lines or if the pump itself has internal wear. Attempt to purge he air from the system first by turning the steering wheel lock to lock many times. You may need to have the pump assessed by a technician near you to see what is happening.
Look at the fluid while running, is it foamy? If not foamy or aerated, the pump is bad. If foamy it is either low on fluid or it is sucking air in somewhere.
