how to properly match theft deterrent module and key to ecm

i have an FCAP scanner and have performed the 10 min. the 30 min. relearn but light never goes off on dash i have pulled battery for several hours and started over. and same result light stays on entire time whether i leave for 10 min or an hour same thing light doesnt flash nor go out starter does not engage unless i perform a starter solenoid test with scanner just to verify system functionality. i have cleared all DTCs tried everything,same result. this is my buddies truck someone tried to steal it from hospital while he was in ER found out he has advanced colon cancer please help
