dissconnect your battery and remove air bag and its the same ol story inside
These days, everything takes a special tool just like your 06 Chevy. Plus after the repair, the air bag and computer have to be reset!
There are 2 holes in the back of the steering whell. One on the left and one on the right. Take a tool or just about anything that fits in the hole that is about 3-4 inches long and insert it in the opening until it bottoms out. As you push the tool in it will bottom out and then a LITTLE strengh will be needed to overcome a little resistance or what feels like a spring pushing back on the tool. If you push the tool in further this will release the retainer on that side which is holding the air bag. Do this on both sides and the air bag will come off. As always use safety and disconnect the battery. I have never heard of reseting anything when the air bag is removed as mentioned by the one of the other people that has answered this question.
You should be able to test the horn circuit up to the steering column fairly simply without removing any major parts. If you do this first you can determine if the problem in in the steering wheel/column before you go through the trouble of removing the airbag. Also, a simple test with a quality scan tool and usually narrow down the problem quckly.
REALLY NEVER HEARD OF THAT.
