does the fuel pressure regulator that is located under upper intake assembly get its vacuum from the mainifold pressure or vacuum?

There should no "manifold pressure" in the intake plenum of your 1997 Chevrolet S10. The fuel pressure regular senses intake vacuum and adjusts fuel pressure accordingly. Low vacuum = high engine load and higher fuel pressure, High vacuum = low engine load and lower fuel pressure. Only engines with a turbo or super charger generate intake manifold pressure.
