My 1991 S-10, the engine will surge while sitting at idle, whats going on??

This could be several things, really need to see the scan tool data of the engine values while the engine is running, you could have a vacuum leak, a defective idle control motor, I have even seen arcing ignition wires cause a surging idle. here are some shops: https://repairpal.com/chevrolet-repair-in-rustburg-virginia
I'd suspect that the throttle body is fouled with carbon. You can clean it with a rag and 'throttle body cleaner' or Chemtool, etc. try that. I'm assuming everything else is OK. PS: Dandd's answer is better than mine, so listen to him too.
Thanks, THE mechanic stated that he couldn't pick up anything on the scanner, said it would take a lot of trouble shooting find the problem. Anyway I have it back home and I suspect it to be the throttle position sensor. Oh yea, I ask him how much it would be to change all of the vacuum hoses, he said no one had ever ask him that and didn't tell me. I did clean the throttle body and it was very bad. I will not be going back there.
