What is your question?
Got into my car and put the key into the ignition. It went in fine, but it was not turning. The brakes were very stiff and the steering wheel was stiff too. The shifter is in park, so I am not sure why its not allowing me to turn the key. When I put the key in it does make a dinging sound showing that the car recognizes a key was inserted.
How long has your 2003 Chevrolet Monte Carlo had this problem?

Make certain the correct ignition key is being used. Spray WD-40 into key slot - insert key without anything attached to it - rap key squarely with rubber mallet - may take a few blows to force the stuck tumbler inside the lock cylinder to fall into place. Turn key - start engine and happy motoring.
IF not familiar or savvy with automobile repair - seek *hands-on* assistance from personnel that is. Good luck!
