does fine at higher speeds, bogs down the slower you go, and almost useless at parking lot speed no leaks belt appears good

Have the power system flushed and refilled with fluid and conditioner. The pump may be already bad, but the system needs to be flushed anyway to keep contaminants out of the replacement pump, if needed.
