I replaced shifter do to shift to park msg and car still will not start.

Hello, Dave here, contributing to RepairPal and providing expert advice since 2010. The car will not start because it does not see "park" or "neutral" gear from the shift lever. Since you also cannot turn the vehicle off, we have to look elsewhere and consider other concerns. It sounds like you could have a concern with an ignition switch or related component.
