compressor will not come on and stay on unless it warms up under the hood. Then the air conditioner will blow cold

To the best of my knowledge, this is the normal operation of the 1999 Malibu air conditioner. I have driven several 1999 Malibu cars over my career and all the ac's operated the same until the car or ambient air warmed enough for the ac to start cooling. It was more of an irritation than a comfort issue.
