What steps to take to resolve a starter to flywheel issue. Currently I have no shims installed. Sometimes it turns the engine and starts but mostly it attempts to engage and spins.It tests ok on the bench test. Any clues to this issue?

First, as far as shims go, if you have the correct starter for your 1995 Chevrolet Lumina you should not need to add or removed shims. The shims or lack of shims should remain the same, only an ill fitting or incorrect starter will require the addition or removal of starter shims. The starter just "spinning" can be caused by damaged flywheel teeth or a damaged starter drive. Thoroughly inspect the flywheel teeth for damage. You will need to turn the engine by hand in order to perform a complete inspection. If the flywheel is OK then replacing the starter would be in order.
