Speedometer quit working, will changing the speed sensor repair it?

What is your question?

Speedo was erratic for a while before it quit entirely. It would read higher and lower than the car was going. Torn between buying a speed sensor or a new (used) speedo on Ebay. Is there a way to diagnose the speedometer or the sensor before purchasing?
