I replaced engine and hooked everything up and when I turn key lights come on and everything but doesn't turn over

Way way way too many variables and unknowns here to offer advice. You'll need hands on evaluation by someone near you who can do the proper checking of the electrical system, starting system, even turn the engine manually to see if it even turns.
