Could be the shift interlock system is sticking. There is an actuator mounted at the base of the steering column that determines when the brake pedal is depressed and releases the gear selector. You can try spraying a lot of lubricant on the shift linkage underneath and hopes it frees up otherwise you may have to have a mechanic look at the actuator.
