C0400 and trac light and abs light and tpms issues

I have a 2007 Chevy Impala LT 3.5 Flex Fuel. My abs/trac lights stay on after startup. Service brake assist and service traction message also. My brakes work fine. I have replaced front hubs with sensors, rotors, brake pads and axels beause the car needed them. This car is new to me and had been sitting for awhile. I had new tires put on and right front tpms sensor put in. The tpms sensor is still not giving me the tire pressure. Could the tpms system cause the trac and abs lights to remain solid all the time? My other car didn't have tpms and replacing hub with sensor always solved the trac/abs light to go off after repair. I need this fixed in order to get car inspected. Any help is greatly appreciated.
