Where is the oil fill in this van

Unless it has been altered in some kind of way(?) .. Supposed to be practically starting you in the face upon opening hood! .. Metal pipe sticking up above radiator with a black 'oil fill' cap on it: Cap say > ' Engine oil only' with a little image of an old oil lamp, like the one the magic Genie comes out of... Oil filler cap - the transmission dip stick as well as power steering fluid fill should all be right there together.
