What is your question?

just out of the blue the van went from 14 mpg to 3mpg, there is not a check engine light on the dash and it is not leaking anywhere

What makes this problem better or worse?

its the same all the time

Some-thing is not adding up here.. I think it would be impossible for the control module not to recognize that much fuel being consumed. Recommend professional SCAN test.
