Why does my exhaust keep getting loud and check engine light coming on??

My exhaust starts off quiet and all of a sudden gets loud and looses a little power and check engine light comes on. Then goes back to normal then gets loud again and so on???? Please HELP!!!!

The engine is Chevy 6.5 Diesel

Possible turbo waste gate actuator problem but it needs to be scan tested to find out why the check engine light is on... Most likely not a DIY repair.
