Why does it go into power reduce mode and then won't allow to go over 25 mph?

The computer recognizes a problem and does not want the driver to do additional damage to the vehicle or themselves by driving it too fast. Safety feature. There are several programmed items in the computer that will place the vehicle limp mode.
