my service engine light does not work the bulb is good i failed inspection

does the check engine light come on,when you turn key to run,the cluster does a bulb check every time you turn key to on,then they all go out,when started.you can do a bulb check yourself.hold odometer button in,turn key to run,when it starts test let go of button.it runs test on everything.yours,you may have to push button to forward it,from one thing to the next.
