There's 14.2 amps at the fan terminals and the actuators are operation so I replaced the fan which worked for about a week. Now if I unplug and reconnect the fan after the car has been off for 15-30 minutes the fan will intermittently operate for a little while and then stop again. I've been thinking the issue may be a ground to short and have considered replacing the wiring harness. However, although the A/C compressor is operating, on a couple of occasions just recently the compressor would keep operating after it had been turned off at the control panel. Now I'm guessing the issue may be with the control panel, but that's just the thing, I'm guessing. Any advice would be much appreciated.

It's possible that there is a problem with the control panel, but I would recommend checking some easier things first. Since the fan works intermittently when unplugged and reconnected, I’d check the wiring harness for loose connections or corrosion. I also wouldn't rule out the possibility that the new fan is defective. If the problem persists, it may be a good idea to consult a local repair shop that has a scan tool with the capability to communicate with the HVAC system to see if any fault codes are stored.
