Why is hot air coming out from under the passenger console when the A/C is on?

If the a/c is on, hot air comes out from under the left hand passenger corner at the feet. Is that suppose to happen? Also, after the accident the radio started being stat icky and they replaced it but after it rained it started again.

It is not normal for hot air to be coming from anywhere in the cabin with the AC set to cold. Depending on the area that was damaged in the accident, I would suspect a problem in the heater/evaporator box or blend door, and a possible antenna problem for the static.
