What is your question?
My ac/heat only works at one speed (really low unless driving over 45 mph) with zero air flow thru the rear vents. After researching I brought a new motor blower resistor. I am still having the same issue. I have also noticed a power surges while the hvac system is running.
What makes this problem better or worse?
Its better when Im driving over 45mph
How long has your 2013 Chevrolet Equinox had this problem?

Hello, research is great for theory, but hands on inspection is what's needed for diagnosis. It appears that replacing this resistor it hasn't done anything to help you. It would be important to check the system to determine what is causing the problem you're having. If your Equinox has Automatic heating and air conditioning controls, your blower operation is controlled by the blower motor control module. This module works with your blower speed control to vary voltage to the blower motor to control blower speed. I believe this control module is part of the dash control unit. I would recommend your system be tested with proper diagnostic tools that can check and monitor body control modules ("B" modules) and check for system responsiveness. Power surges are likely due to the additional load put on an engine with the operation of the air conditioning compressor, which is in operation most of the time during the operation of the ventilation system, no matter if hot or cold air is desired.
