I live on a dirt road full of chatter bumps. Equinox clunks constantly when going down road, I believe in the front center of the vehicle. Don't usually hear it on paved roads unless I go over a bump. Today I turned the steering wheel back and forth quickly on dry pavement and it duplicated the noise. My son thinks its the inner tie rod ends. Does this sound correct?

Most likely it is the top of your struts/shocks. Tie rods will make noise when the wheel is turned all the way and you will notice significant performance problems. Most likely strut bearing related.
Yeah my equinox was making a rattle like that also,found out after changing axils and swaybar mounts that it was actually in my swaybar links that connects to the strutts
