What is your question?
Replaced thermostat(water outlet), fan, and wastegate. Also added a new intercooler and cold air intake. Car is overheating going up hills . Noticed slight improvement after installing new fan. Also having issues starting the car when it's cold. It starts right up if the engine is warm already
What makes this problem better or worse?
Harder to start car from cold. Hills make temperature worse
How long has your 2017 Chevrolet Cruze had this problem?

Hello, Dave here, contributing to RepairPal and providing expert advice since 2010. I appreciate the work performed - but was it performed as a result of testing being done to determine failures? Usually when this many parts are replaced and the concern remains - it tells me testing was not really performed. Seek guidance at a shop near you to drill down too the cause of your issues. The P0691 is a fan circuit concern - but does not mean the fan has failed - necessarily. Testing is needed; could be wiring for command based for the concerns. P0480 is the same. I see no reason the thermostat would be involved for theses codes -- and it's a guess for the overheating issue, so be advised.. The cooling fan could be part of solving code related concerns. But if overheating is still present after all parts have been replaced - obviously something else is going on that requires further testing. Cold starting issues could be due to multiple factors, such as fuel delivery, ignition spark and too much air getting into the engine. Testing will concern or resolve this. I hate to say it, but an internal engine coolant leak, such as from the cylinder head gasket being breached - could be a factor. But hands on testing is needed.
