exhaust baffle plates won't open/close even when I remove the fuse. What should I look for?

Hi! It sounds like you need to possibly go to a muffler shop to see why they are frozen up. They may have corrosion or there is some other reason why they are not opening. This is one of those things that you really need to see to figure out what is going on. Sorry I can't help you more! Good luck.
