My steering wheel wont unlock

Battery was dead replaced the battery still the same its a stick shift LS1 engine, I purchased the vehicle in non running condition with a bad engine the head was removed on the drivers side and in the same condition currently. I want to have the car moved and noticed the wheel is locked! what to do?
