Have 1985 C4 Corvette that will not start

Checked the following: Fuel pump Ok (44 psi) @ rail, Spark to plugs Ok. Scanned OBD with GM scanner and again with paper clip. No output i.e. Code 12 or any code displayed. Screen shows "fasten seatbelts" and Security. Would it be reasonable to conclude I have a faulty ECM ?
