Engine shudder at 40 mph

What is your question?

When traveling at 40 mph the engine shudders and vibrates like the engine rpm is to low and the transmission is in to high a gear for that speed. Could this indicated a bad torque converter or vehicle speed sensor is not telling the transmission to down shift to a lower gear.
