Can the steering rack on a 2016 Chevy Colordo leak?

I have had my 2016 Chevy Colorado looked at by three mechanics (in differing degrees) and I am receiving conflicting information regarding the Steerting Rack. I was told that the steering rack is leaking and needs replacement that may cost nearly $2,000, and I am being told that the steering rack is electric and does not have any fluid to leak.

What makes this problem better or worse?
