after replacing heads, gaskets and timing chain, will turn over but not start. what could be wrong

Many variables here from such a major tear down and repair. You will have to start with basics: Are you getting spark, fuel and air with good exhaust flow? Do you have a good diagnostic tool that you can use to read engine performance information? This is key too. Certainly timing set improperly could be an issue, but that's just one thing.
