is there access to the fuel pump without dropping the tank

nope. I bought the repair manuals for the 2004 chevy cavalier. My gas gauge hasn't worked either. You have to drop the tank!!! The part is around $248.00 if purchased somewhere other than chevy dealer. Still not worth it to me. so I just rely on trip meter.
