1. Car turns and starts/runs
2. Dash lights are fine
3. Brake lights work fine
4. Emergency brake is off
5. Shift release button works fine and I can hear the corresponding clicking under the brake petal
However, CAR WILL NOT SHIFT OUT OF PARK. It’s like it’s locked somewhere because everything else is working.

Sounds like the shift lever has an issue releasing, even though you are hearing the interlock noise when stepping on the brake. Just because the actuator moves doesn't mean the shift lever will release. Sounds as if some attention to the shift lever assembly will be needed. This may require some disassembly, or perhaps even replacement.
