Why dose the fuse blow for the horn every time I put it in

Can't say as I don't know for sure which fuse you mean, but do any other steering wheel controls work -- speed control if equipped, and so forth? Do you also have an air bag warning light on? If all is "yes", then you could have an issue with the sliding contact behind the steering wheel that supplies power to steering wheel controls as well as the driver's air bag assembly.
