signal bulb replacement

I need to know how to replace the driver's side signal bulb on my Cavalier. Took the inner fender cover off but couldn't get to it. Need instructions. One more question. My sister-in-law has a 1999 Cavalier with the anti-theft light on and it won't start. Anti-theft light will not go out. Tried all the things I read on the net about how to reset the key to make it start including removing the negative battery cable and it didn't work. Does that mean the key cylinder needs replaced?
