1992 cavalier- engine revs up and down

What is your question?

if it had points I would say they are burnt out, the car hums up and down, but isn't running rough, so I think its electrical, have no idea on the ignition system on these, but plugs were replaced, also front end grinds, probably needs calipers, any help appreciated , all plug wires tight
