Why doesn't my caprice heat and defrost get hot? Engine is warm and fan blowing

Yes, I would first look at the coolant level, make sure it is full, then move to the heater control valve. It may even just be disconnected from the temp control switch. If those don't pan out, start looking at chemically cleaning and flushing the coolant system.
