Convertible top will not let up, but tries to let down

What is your question?

Can't hear motor or windows will not lower when trying to let the top up. When trying to close the top you can hear the motor and the windows lower

How long has your 2014 Chevrolet Camaro had this problem?

Just had the fender repaired at a Chevrolet dealer, picked up the car after the repair and the top would not let back. Dealership arguing that they never touched the top.
