2012 Camaro AC not cold heater not hot

What is your question?

Under passenger side fan makes noise. Sometimes the ac is colder then others and heater was the same. 1 year ago ac was repaired thing under dash forgot the name but cost 1900 could this be something other then having to remove the dash again. It’s not coolant that’s has been checked and it is fine.

What makes this problem better or worse?
