fuel filter

vehicle wont get up to speed. more gas i give the slower it goes. boggs down. going to change fuel filter and was wondering where to locate it. 4.3 vortec.when i give it gas there is a loud bogg noise coming from the air intake. like its getting to much air and not enough fuel.check engine light is on. i been told that the catalytic convertor may be bad.
