no power to fuel pump wires

i check the fuses and relay w/ a test light have power (does all four terminals on fuse block supose to have constint power,for the realay)im not getting power to the feul pump wires that run derectly to the pump and the new pump does work i checked it bt runnin it off the battery and the new pump came w/ a different harness plz help!!!!!!!!!!
