when I start car, voltimeter reads one bar above 13 (have digital dash). but then it falls and don't go above 13. I drove for 10 minutes with lights/air/radio running, stayed at 13. Parked, turned off the car, started it again for 3 times and each time it started with no problems. How can I tell if this thing is charging? Shouldn't it be always be higher than 13? replaced alternator and got new battery at same time.
What makes this problem better or worse?

Using a volt meter testing at the battery terminals,set the meter to DC volts. a fully charged battery should have 12.6 volts at the battery terminals with the engine OFF. start the engine, checking at the battery terminals again,the reading should be 13.8 - 14.2 volts,engine RUNNING.
