i put 4 new tires on and new shocks.the problem still exists.the old shocks were completely dead

Sway bar end links and bushings. (Should've been done when shocks/struts were replaced)
Spring fatigue , which is saggy,worn springs without the correct height or compression rate is usually the first thought.Although a broken spring would give the same result. As far as tires , this usually may have an effect if the pressure is incorrect. The sway bars and strut rods surly will make a noise, not sure how they play into the bottoming out. Shocks or struts will not have an effect on bottoming out normally
I had this issue and replace the tires first. Then found out it was the wheel bearings after all, even though the dealer had previously said the bearings were good.
