Why do my lids hold water. it drains when they are set on edge

When I set the lids on their edge with either the left or right side up water runs out of them. Like so much the garage floor was soaked. The latches on the lids are covered with white powder. In the COLD areas this would freeze causing the lids to separate and render them useless
