You will probably need to get a new lock cylinder at this point. If you want to keep the same key pattern you'll need to go to a dealer. Otherwise lock cylinders can be purchased at parts stores. Installation requires special tools to remove the steering wheel and compress the lock plate, though.
I had the same problem, tried everything. Shifter was also stuck in park. Gave up and called a locksmith. $18.75 + tax for new lock, $30 call charge $70 for 1 hours work. Total $120 but fixed everything. The cap had come off of the old cylinder and it had come apart. No other way to fix except by replacement.
