Why does my1993 Chev Astro Van whine when running?

What is your question?

I first thought it may need powersteering fluid but it didn't. Also when turning the sound doesn't get louder. It is on when I give it gas. Even if I'm parked it whines and the whinning gets louder as you accelerate down the road. Any suggestions??? The problem happens every time i drive it.
