Hi - Dave here, contributing to RepairPal and providing expert advice since 2010. Your question is not very detailed, so it is hard for me to really know what is going on with your car. Are you saying the air blows properly but just not in the upper vents? When you say upper vents, do you mean the dash vents or the defroster vents? If air blows properly, but in the wrong place, then there's a mode door issue present. The mode door actuator is electrically operated. You would access it by removing the instrument panel.
