A/C Blower cuts on and off

What is your question?

The ac/heater blower motor goes on and off intermittently. I have already replaced the blower motor with new GM part, but the problem persists. Sometimes, the blower will turn ON by itself and then cut off again. The last couple of days, however, it hasn't even done that. The system itself is on and I can hear the sound of the A/C system activating and clicking noises coming from beneath the dash (dampers?). The system lights and temp controls come on when activated, but no air at all.
