where do i find the fuse for the blower fan a/c and heat?

The blower motor fuse should be in the under hood fuse box. It is not uncommon for blower motors to fail on '96 Sevilles. Check for power and ground at the blower motor. If you are not sure the fault is with the blower motor please have a qualified technician diagnose your blower motor problem before replacing any parts.
These fail often because the relay is a circuit board on the back of the fan motor and it's said that the proximity to the spark plug wears make them fail prematurely. The blower is near the center of the firewall. Unplug the harness from it and see if you are getting power. If so, the motor is bad. It's hard one to change, because the cage won't clear without moving the engine forward. However, there is a way to do it by taking the coilpacks & plug wires off, and then unbolting the back of the fan. This gives just enough clearance. It sounds daunting, but it's not that hard and c an be doen in an hour and a half. I'd suggest getting a new motor, since the chances of getting a failed one in a salvage yard are good. They go for about $94 ON EbAY.
