Look for an air intake issue - vacuum leak, or air tube leak. Something allowing unmetered air into the intake manifold. Or, you could have an EGR system issue - stuck valve, or restriction. Last, you could have an electrical system issue. If your alternator or voltage regulator is not putting out the correct power - it could cause a surge as well.

thanks i will try that hopefully that works! I was also told to check tps sensor but will a bad tps cause it to rev up n down?

Throttle Position Sensor usually does not cause a rolling idle.
