I have a 2000 Cadillac Escalade and the tailgate wont open.

I have a 2000 Cadillac Escalade and the tailgate wont open. The rear glass hatch opens by the remote and the key. The tailgate itself however won't open. I am not sure if the actuator or the lock might be the problem. The handle will not pull up to open the tailgate. One of the rods popped off and I put it back on and it still will not open. Any and all help would be appreciated. Thank you !!!
